Problem is, that even a "Free-Access" license have levels and restrictions .. such as "Attribution", "Use for commercial Use", "Allowing derivative work" and so on.. What CC do, is actually "define" what you want, and the legal people at the CC, created a license that translate your basic statement "freely sharable, no attribution" into a legal license that could stand in courts (if needed) and do have a full legal meaning. As well, CC have many levels, and created different licenses to cover each level of "Openness" desired by the creative-work owner. Just put it out there in the world and put a note on it that the work is freely sharable by anyone without the need for attribution.
